Canada surpasses Quebec in research

The QSU launches the Canada surpasses Quebec in research campaign to ask the government to increase funding for the Fonds de recherche du Québec's scholarship programs.

In 2024, the Federal Granting Agencies (OSF) enjoyed a massive reinvestment from the federal government. That's $825 million in the 2024 budget for OSF fellowship programs. This news is a huge gain for federal research funding. However, it creates a significant difference between federal and provincial scholarship programs.

In Canada, research grants are evolving. Why not in Quebec?

Our demands :

1. Increase provincial scholarships to match federal increases.

We urge the Quebec government not to let itself be outdone by Canada. What's more, equalizing federal investments would enable scholarship recipients to truly replace a salary, which is the original promise of these scholarships.

2. Create 595 new scholarships

With regard to the number of scholarships, we are asking for the creation of 595 new scholarships to equalize federal investments. This number represents the federal investment in proportion to Quebec's graduate student population.

Another argument in favor of creating new scholarships is the falling grant rate.
→ The grant rate represents the percentage of grants awarded in relation to the number of eligible applications.

This rate has fallen by 20%, dropping from 39% in 2017-2018 to 31% in 2022-2023 (a 20% drop in the award rate represents a decrease of 7 percentage points since 2017-2018).

The creation of 595 new scholarships would make it possible to reverse the downward trend in the award rate!

Cost of request :

To increase the amount of scholarships and the number of scholarships at the federal level, the Quebec government will have to invest :
  • For the amount of awards: $42 million
  • For the number of awards: $23million
  • Total: $65 million
